The state has the possibility to encourage participation of adults (all or selected target groups) in education. Encouragment of adult participation in education is included in national and international strategic documents and is also part of the strategic framework for European cooperation in education and training, which recommends higher participation of poorly educated persons in education. In Slovenia, the participation of adults in education is relatively high, but there are great differences regarding age and education. In some EU countries (Finland, Sweden, the United Kingdom, the Netherlands, Austria and Belgium) adults may receive material incentives of different types for participation in education (free tuition, scholarships, financial supplements, loans for education, tax reliefs, individual learning accounts, vouchers, cheques for education). In Austria, Finland and Belgium educational leaves are regulated in detail. In Slovenia material incentives for education should be increased, some of them modified. A new Resolution on the Master Plan for Adult Education should also be agreed
