The authors discuss public interest as defined in the National Adult Education Plan in the three priority areas. They pre­ sent the role of folk high schools in accomplishing public interest, focusing on the first priority area – non­formal general adult education. The financial conditions of folk high schools for implementing of educational programmes in the period 2005–2008 are analyzed. The results show distinctively unstable financial flows that have most probably contributed to further declining of general adult education and caused lower participation of adults in education. The new legislation and the Adult Education Plan 2011–2015 are expected to introduce stable, sufficient and efficient public funds for public adult education institutions, with special emphasis on folk high schools, because of their leading role in the implementation of general adult education programme
