The main purpose of this work is to develop a model for measuring the suitability of a physical environment at the institutions of higher education considering the needs of students with disabilities. The article examines the progress in this field under regulations made by the system of indicators and carried out expert survey employing the ranking method. To establish the significance of the developed programs, the importance of calculated indicators and their groups has been determined thus making a model for evaluating the physical environment suitable for the needs of students with disabilities at any institution of higher education in Lithuania.
