Presented paper tackles cost management system based on efficient projecting. Partial restructuring system allows revealing specific features of a project. In order to reflect peculiarities of a particular construction the project is being split into parts. That enables to control its implementing process and management of costs. Each project operation is being detailed, time management criterion introduced. Financial assignations and financing assuring issues are tackled
