To facilitate the solution of complicated problems in the complex, dynamic environment, the systems theory based on evaluation of the relationships between their constituent parts and allowing the systems approach to be applied to the analysis of complex structures, phenomena and processes should be used. In this case, it is possible to change the state of the considered complex objects or effectively manage them. To manage a system, you should first quantitatively evaluate its state. For this purpose, a formalized model reflecting the object should be constructed. The above model will reflect the considered object from various perspectives. Taking into consideration that a system is a structured set of interconnected elements, a set of criteria, including a great number of these elements, should also be structured. In this way, the hierarchical structure of the criteria will be obtained. To evaluate it quantitatively, a certain amount of criteria which an expert is able to analyse should be used for making a subsystem. If the number of elements in the subsystem is too big, the structuring continues by introducing some additional hierarchical levels. The obtained hierarchically arranged set of criteria may be quantitatively evaluated by using multicriteria methods
