The paper discusses legal documents related to land use management. The main legal principles are evaluated that played an important part in land use management in the period of the Lithuanian independence in 1918–1940. One of the most important documents was The Issue of Land Reform. The author of this document was Mykolas Krupavičius. In land use regulation the main question is land property. The issues related with land use management are evaluated in accordance with public interest. These issues and their principles are compared with those of today.
