Any strategy for the development of the country has a chance of success only with the right choice of the main driving forces for its implementation and taking into account the rights and interests of all participants. The economic situation that has changed since 2013 and especially over the past year forces us to focus on much greater involvement of private business in solving problems related to achieving national development goals. However, the entrepreneurial activity of private business continues to be constrained by several old barriers, the identification and removal of which is a priority state task in Russia. The article reveals the 5 main remaining barriers to development, offers directions for their removal.
