The article describes the presence of a key contradiction of modern Russian forecasting and planning — the failure to achieve a state where the assumptions of forecasts and plans are implemented in real economic practice, there are trends of significant discrepancy between the fact and the plan in relation to the implementation of forecasts and plans, which is illustrated by the example of several documents. The reasons for this situation are a number of methodological problems, the logic of which is presented in the article as part of the characteristics of these problems in separate categories of forecasting and planning methodology. The results of the research are presented in the form of a map of problem areas in the application of forecasting and planning methodology in public administration, which allows us to form comprehensive guidelines for solving the identified contradictions in the practice of state regulation of the Russian economy.
