Modern trends in the development of integration processes in the innovative educational environment of the region

Одной из перспективных задач сбалансированного развития региональной экономики является сбалансированность региональной образовательной и инновационной среды. В статье автором дано собственное видение данного экономического явления и обозначены условия ее достижения. Проанализированы нормативно-правовые стратегические документы инновационного развития страны, закладывающие основы формирования инновационной образовательной среды региона.Раскрыта содержательная составляющая кластерного подхода к развитию инновационной составляющей в региональной образовательной среде. Обосновано, что формирование инновационно-образовательных кластеров в инновационной образовательной среде региона будет способствовать подготовке кадров, способных создавать инновационные проекты будущего. Большое внимание в статье уделено организации инновационного образовательного процесса в системе образования, науки и бизнеса, а также его значению для формирования человеческого капитала. Теоретические выводы иллюстрируются комплексом предложений по формированию инновационной образовательной среды региона, в связи с чем предложена структурная схема функционирования инновационно-образовательного кластера в инновационной образовательной среде региона.,В научной статье автором предлагается объединить образовательные учреждения среднего образования, составляющие перспективную образовательную оболочку инновационной образовательной среды региона в новую структуру - Региональный (сетевой) ресурсный центр развития образования, что обеспечит системный подход к развитию инновационности образовательной среды. One of the promising tasks of the balanced development of the regional economy is the balance of the regional educational and innovative environment. In the article, the author gives his own vision of this economic phenomenon and indicates the conditions for its achievement. Analyzed the regulatory legal strategic documents of the country's innovative development, laying the foundations for the formation of an innovative educational environment in the region.The content component of the cluster approach to the development of the innovative component in the regional educational environment is revealed. It is substantiated that the formation of innovation and educational clusters in the innovative educational environment of the region will contribute to the training of personnel capable of creating innovative projects of the future. Much attention is paid to the organization of the innovative educational process in the education system, science and business, as well as its significance for the formation of human capital. The theoretical conclusions are illustrated by a set of proposals for the formation of an innovative educational environment in the region, in connection with which a structural scheme of the functioning of the innovative educational cluster in the innovative educational environment of the region is proposed.In a scientific article, the author proposes to combine educational institutions of secondary education, which constitute a promising educational shell of the innovative educational environment of the region into a new structure - the Regional (network) resource center for the development of education, which will provide a systematic approach to the development of innovativeness of the educational environment.
