Systemic issues and evolution of institutional conditions for innovations in Russia

The paper presents the study of evolution of institutional framework for innovation development of the Russian economy to demonstrate country has not carried out a qualitative leap. This stems not only from deficiencies in funding arrangements and economic incentives, but mainly from a number of unresolved institutional issues. The author finds out the root of evil in the not systemic reforming of the country and in ignoring the essential features of the socio-economic system when creating an enabling institution environment to innovate in Russia. Using comparative methods to assess both the efforts to improve innovation and entrepreneurial environment and the results of their implementation we quantified positive and negative changes in the conditions to innovate in 2012–2016. However, relative deterioration is revealed in the pool of almost all indicators characterizing the impact of innovative developments on the Russian economy in dynamics. The findings include the reasons for such discrepancies – fragmentation of activities to improve the environment to innovate that is not systemic transformation of environment to innovate.
