в статье рассматриваются особенности и проблемы кадрового обеспечения системы социальной защиты в развивающихся странах Субсахарской Африки. Показано, как на развитие человеческих ресурсов социальной защиты влияют недостаточность финансирования, социально-демографическая структура, неразвитость системы среднего и высшего образования, специфика урабанизационных процессов и рынка труда, высокая конфликтность. Определены основные возможности кадрового обеспечения для институционального развития социальной защиты в Африке. the study analyses features and problems of the social protection sector in Sub-Saharan Africa related to human resources (HR). The sector’s HR are influenced by the lack of financial resources, demographic structure, underdevelopment of secondary and tertiary education, specific labor market and urbanization, intense conflicts, and violence. The study points to key opportunities and directions for HR development in the sector.
