The article examines the process of socio-economic development at the regional level, highlights the key features and fundamental documents. A functional model has been developed that makes it possible to comprehensively consider the management of the development of territories through the appropriate types of planning. A list of regulatory requirements for the management system of the socio-economic development of the region is proposed, which act as a link between the functional model and the current regulatory requirements.
