In this article the authors justify the use of mathematical simulation to explore issues of security and counter-terrorism. List of the main problems to address this problem are defined. Decision unified data set of tasks will further develop methods for development of administrative decisions on the information to counter terrorism, and to develop proposals to improve the policy on combating terrorism and extremism.
