The article presents a etymologically and semantics-philosophical analysis of the concepts “danger”, “security”, “risk”. Substantiated that an adequate description of risks and risk management model can be built based on a deep analysis of the content of concepts “danger” and “security”. The requirements for risk management model was defined.
