The article is devoted to the study of conceptual aspects of determining the system of local self-government as an institutional basis for urban development at the level of functioning of a local society (territorial community). It is argued that attracting European experience is an important area of municipal reform, since the comprehensive implementation of the European vector of Ukraine’s foreign policy requires the creation of an effective public administration system and the intensification of work in this direction by local state executive authorities and local self-government bodies.
