The article deals with some aspects of state transformations in the field of organization of professional training in the internal affairs bodies during the period of democratic reforms (1991-2011). The rise in crime in the country’s main spheres of public relations necessitated an increase in police staff to contain the growing threats and the need to develop departmental education. The period under study was a turning point in the reform of the professional training of personnel of the Ministry of Internal Affairs of Russia, marking the transition to a modern innovative model of the functioning of the industry.
