The article examines the activities of the Soviet cultural and educational institutions - reading rooms, as a communication platform for the authorities and the peasantry in Western Siberia. The forms and methods of work of reading rooms are analyzed. The article considers the specificity of rural residents’ attitude to the work of these institutions, based on archival data that are first introduced into scientific use. The features of adaptation practices applied by the authorities are revealed, the result of the communication is an increase in the general educational and cultural level of the peasantry and its inclusion into the Soviet system of relations.
