The article examines the possibility of changing the urban space in connection with the prospects for implementing the GOELRO plan. The components of the GOELRO plan for Volga cities that involve changes in the sphere of communications and development are identifi ed. The infl uence of the plan on the prospects for the development of urban space in the Volga cities is compared.
