The article reassesses the paradigm of synergetics as one of the conceptual foundations of administrative reform. The philosophical foundations of the paradigm acquire a different content when they come into contact with the institutional nature of public power, which is under the influence of a dissipative external environment. The static nature of the public power environment does not deprive it of synergetic processes at the level of non-institutional entities that demonstrate the potential of self-organization.
