This article is devoted to the procedure for the adoption of the Constitution of the USSR in 1936, which was organized through a national discussion. The discussion process itself was organized, strictly controlled by the authorities, and the analyzed provisions proposed by the population were in demand and reflected the socio-economic and political situation and the needs of citizens
