The urban environment is a hub for business and innovation. Freight transport is indispensable for the efficient functioning of any society due to the need to replenish and sell food and other goods in retail stores. The complexity of implementing urban traffic improvement measures requires tools designed to support this process. In this context, the need for a set of factors for the sustainable development of urban freight transport. The purpose of this article is to consider the possibility of using an analytical hierarchical process and multi-criteria analysis to select complex measures in the field of distribution logistics, which optimize freight flows in an urban environment, taking into account the concept of development.
