METHODICAL APPROACH TO THE STUDY OF WAYS TO IMPROVE THE EFFICIENCY OF THE ORGANIZATION OF PRODUCTION AT ENTERPRISES

Введение. В статье рассмотрены подходы к содержанию понятия эффективности организации производства, которую предлагается рассматривать с позиции комплексного подхода и организационной эффективности, т.е. это одна из основных составляющих организационной эффективности предприятия как производственной системы в целом и установление определенного соответствия между полученными результатами (достигнутыми целями) и затратами на их достижение. Проблема повышения эффективности организации производства на предприятия всегда являлась наиболее важной в системе управления предприятием. Особенно актуальной эта проблема становится на современном этапе развития цифровой экономики в связи внедрением информационных технологий и цифровых стандартов управления деятельностью предприятия. Использование методологии бенчмаркинга позволяет выявить инструменты повышения эффективности организации производства и производственных процессов и провести анализ перспективных направлений формирования конкурентных преимуществ. Данные и методы. При исследовании использовались методы теоретического и эмпирического анализа, методический подход, основанный на принципах бенчмаркинга, статистические методы, данные научных и аналитических публикаций по рассматриваемой проблеме, ресурсы сети интернет, информация инновационных программ развития и проектов по повышению производительности труда. При проведении аналитических исследований использовалась информация официальных сайтов предприятий таких, как: ПАО "ГМК "Норильский никель", ПАО "НЛМК", ПАО "Сбербанк", ПАО "Газпром", ПАО НК "Роснефть". Полученные результаты. Проведенные исследования позволили прийти к выводу о том, что основными задачами повышения эффективности организации производства являются разработка и реализация стратегии развития предприятия, основанной на модернизации производства с учетом требований цифровой трансформации, совершенствование производственных процессов, эффективное использование производственных мощностей, трудового и творческого потенциала персонала, что в целом способствует формированию конкурентных преимуществ и улучшению имиджа предприятия в условиях нестабильной внешней среды. На основе обобщения различных точек зрения по рассматриваемой проблеме сделан вывод о том, что эффективность организации производственного процесса во многом зависит от прогрессивности методов организации производства и рациональности условий осуществления процессов, обеспечивающих эффективное взаимодействие компонентов производственного процесса таких, как предмет труда, средства труда, технология производства, трудовой и творческий потенциал работника. В процессе исследования предлагается использовать методологию бенчмаркинга как современного инструмента управления, основанного на анализе результатов деятельности ведущих компаний с целью дальнейшего использования для повышения эффективности организации производства конкретного предприятия. Руководствуясь методологией бенчмаркинга, разработана методика исследования состояния организации производства, применение которой позволит сформировать механизм, обеспечивающий выработку направлений совершенствования организации производственных процессов, в т.ч. наращивание инновационного потенциала с учетом приоритетных направлений деятельности, разработку системы организационно-методологических инструментов управления проектной деятельностью, выбор форм освоения цифровых стандартов деятельности и информационных технологий и организации мониторинга. Заключение. Использование предложенного методологического подхода на основе бенчмаркинга к решению проблемы повышения эффективности организации производства позволяет определить направления развития предприятия с учетом запланированных показателей эффективности деятельности, проанализировать особенности обеспечения эффективности организации производственных процессов на примере ведущих российских компаний, исследовать результаты участия российских предприятий в национальном проекте "Производительность труда", выделить основные используемые инструменты повышения эффективности организации производства с учетом направлений цифровой трансформации и изменений базовых положений системы менеджмента качества, ориентированных на постоянное инновационное развитие организации производства и управления предприятием в целом. Introduction. The article considers approaches to the content of the concept of the efficiency of the organization of production, which is proposed to be considered from the perspective of an integrated approach and organizational efficiency, i.e. it is one of the main components of the organizational efficiency of the enterprise as a production system as a whole and the establishment of a certain correspondence between the results obtained (goals achieved) and the costs of achieving them. The problem of increasing the efficiency of the organization of production at enterprises has always been the most important in the enterprise management system. This problem is becoming especially urgent at the present stage of the development of the digital economy due to the introduction of information technologies and digital standards for managing the activities of the enterprise. The use of benchmarking methodology makes it possible to identify tools for improving the efficiency of the organization of production and production processes and to analyze promising areas for the formation of competitive advantages. Data and methods. The research used methods of theoretical and empirical analysis, a methodological approach based on the principles of benchmarking, statistical methods, data from scientific and analytical publications on the problem under consideration, Internet resources, information on innovative development programs and projects to improve labor productivity. When conducting analytical studies, information from the official websites of enterprises such as PJSC MMC Norilsk Nickel, PJSC NLMK, PJSC Sberbank, PJSC Gazprom, PJSC NK Rosneft was used. The results obtained. The conducted research led to the conclusion that the main objectives of improving the efficiency of the organization of production are the development and implementation of an enterprise development strategy based on the modernization of production, taking into account the requirements of digital transformation, improvement of production processes, efficient use of production facilities, labor and creative potential of personnel, which generally contributes to the formation of competitive advantages and improving the image of the enterprise in an unstable external environment. Based on the generalization of various points of view on the problem under consideration, it is concluded that the effectiveness of the organization of the production process largely depends on the progressiveness of the methods of organization of production and the rationality of the conditions for the implementation of processes that ensure effective interaction of components of the production process such as the subject of labor, means of labor, production technology, labor and creative potential of the employee. In the course of the research, it is proposed to use the methodology of benchmarking as a modern management tool based on the analysis of the results of the activities of leading companies with the aim of further use to improve the efficiency of the organization of production of a particular enterprise. Guided by the methodology of benchmarking, a methodology has been developed to study the state of the organization of production, the use of which will form a mechanism that ensures the development of directions for improving the organization of production processes, including development of innovative potential taking into account priority areas of activity, development of a system of organizational and methodological tools for project management, selection of forms of mastering digital standards of activity and information technologies and organization of monitoring. Conclusion. The use of the proposed methodological approach based on benchmarking to solve the problem of improving the efficiency of the organization of production allows us to determine the directions of development of the enterprise taking into account the planned performance indicators, analyze the features of ensuring the efficiency of the organization of production processes on the example of leading Russian companies, investigate the results of participation of Russian enterprises in the national project "Labor Productivity", to identify the main tools used to improve the efficiency of the organization of production, taking into account the directions of digital transformation and changes in the basic provisions of the quality management system, focused on the continuous innovative development of the organization of production and enterprise management as a whole.
