The article deals with the relationship between the categories of sustainable development, resource theory, resource Economics, closed-cycle Economics. The emphasis is placed on the content of the resource theory, as according to the authors, the provisions of this theory are the link between the sustainable development of the economy and the closed-cycle economy model. Statistical data on the Nizhny Novgorod region, reflecting the development of the waste management system, which is an element of the closed-cycle economy, are considered. Concludes that the significance of the transition from a resource economy to a closed-loop model.
