The new National Security Strategy is analyzed in terms of fixing threats in it in the form of various types of offenses. Attention is paid to the study of various statistical data showing the nature of threats and their intensification as a result of various types of offenses. Various criteria are substantiated on the basis of which this or that offense can be attributed to encroaching on national security. The shortcomings of the National Security Strategy are noted. It is concluded that an offense that infringes on national security is a guilty socially dangerous act or their combination, which, in its single or multiple manifestation, is a threat to national security objects and entails legal responsibility for their commission.
