The article considers general theoretical provisions concerning the peculiarities of municipal rulemaking. The definition of the concept of “municipal rulemaking” has been formulated, it is proposed to be used in science and in the current legislation by enshrining it in article 2 of the Federal act no. 131-FZ of 6 October, 2003 (in the version of 29 December, 2017) “On general principles of the organization of local self-government in the Russian Federation”.
