This paper discusses the effectiveness of the supervisory function carried out by the local legislative council in Yogyakarta to the governor who is also the king of the royal monarchy in Yogyakarta. The research method used is descriptive qualitative, with data reduction analysis techniques. The findings in this paper are that the oversight carried out by the local legislative council to the governor was ineffective because of cultural factors and the design of laws that indirectly provided strong power to the executive.
