Дан анализ применимости существующих средств познания к решению задач научнотехнического прогресса. Отмечена специфика методов оценки эффективности технологий и технических средств на различных временных этапах их создания и использования. Выявлено основное противоречие, которое состоит в том, что оценка эффективности с использованием унитарной нормативной базы снижает объективность, а оценка эффективности с полным учётом реальных условий использования технологий размывает цели и объективность сопоставления. Установлено, что сравнение технологий по затратам на единицу главного параметра или объёма работ приводит к заблуждениям в прогрессе и огромному ущербу. Предложена новая методология оценки эффективности техники и технологий с детализацией по семи классифицирующим признакам. Она основана на сопоставлении текущих эксплуатационных затрат с технологическими результатами, адаптирована к задачам прогресса и управления производством. Предложены целевые функции управления производством, использующего современные технологии. Представлена система резервов эффективности на различных жизненных циклах использования техники и технологий. Проанализированы последствия от использования технологических комплексов с завышенными размерными параметрами и недостаточной технологической эффективностью. The analysis of the applicability of existing means of knowledge to solving the problems of scientific and technological progress is given. The specificity of methods for assessing the effectiveness of technologies and technical means at various time stages of their creation and using is noted. The main contradiction is revealed which consists in the fact that evaluating the effectiveness with the use of unitary regulatory framework reduces objectivity and evaluating the effectiveness taking fully into account the real conditions for the use of technology erodes the goals and objectivity of comparison. It has been established that comparing technologies for costs per unit of the main parameter or the volume of work leads to errors in progress and huge damage. A new methodology for evaluating the effectiveness of equipment and technologies with detailing on seven classification criteria is proposed. It is based on a comparison of current operating costs with technological results and is adapted to the tasks of progress and production management. The target functions of production management using modern technology are proposed. The system of reserves of efficiency at various life cycles of using equipment and technologies is presented. The consequences of the use of technological complexes with overstated dimensional parameters and insufficient technological efficiency are analyzed.
