
DIAGNOSTIC CARD AS A TOOL FOR ASSESSING THE PATHOLOGIES OF STATE FORECASTS AND PLANS

The article is devoted to the characteristics of the current state of the forecasting and planning system in Russia. The paper states that the assessment of the functioning of this system is carried out poorly, without the presence of generally accepted indicators, which reduces the effectiveness of the implementation of forecasts and plans. The aim of the study was to form a certain set of parameters to determine the presence and manifestation of pathology that occurs in the predictive-planned system. The result of the study was the creation of a universal diagnostic map of pathologies of the forecasting and planning system. On the basis of this map, it is possible to assess the state of the predictive-planning system by groups of pathologies; the presence of a skew of the state of the system towards chaos or stagnation; the degree of strength of manifestation of pathologies. In the course of the study, the pathologies of the current state of this system were assessed at the federal level. As a result, it was determined that the forecasting and planning system has an average level of pathology due to the prevalence of pathologies in the content of the forecast or plan, as well as violations of the relationship between the forecast or plan and the external environment, concentrated in the chaos zone. The main pathologies were: fractionality, incompatibility, discreteness, unlimited, redundancy, adherence and duplication. The research prospects are to study the possibilities of overcoming the identified pathologies on the basis of bringing the forecasting and planning system to the state of «zero points» in the universal diagnostic chart. The practical significance of the results obtained is determined by the possibility of using the indicated pathology map in state socio-economic regulation.
