Possibility of replacing of one-level water use management for two-level system with legal/regulating acts and additional use of standards containing detailed elaboration of the established rules of procedure has been investigated. It has been demonstrated that such a replacement will provide higher flexibility and openness of the system as well as lower corruption risks.
