Analysis of the Russian legislation has been made, the absence of direct action norms concerning delineation of the flood-hazardous territories’ boundaries and limitation of their use. By-laws contain a number of contradictions in terms of risk assessment methods, reparation of damages, mechanisms of funding and other topical problems. Proposals on reforming of regulatory/legal control in the issues of flood protection, as well as tasks on their scientific support have been made.
