Analysis of hydrological phenomena, terms and definitions associated with season and many-year deficit of water resources has been carried out. Water scarcity formation factors’ characteristic has been given. It has been shown that water scarcity danger depends on the water use type at the plots of river valleys. Water scarcity formation factors in different regions of Russia on the average over the many-year period and in 2010 have been discussed. Several kinds of damage for various branches’ water use during the 2010 water scarcity period have been assessed.
