The paper briefly gives the main outcomes of the preparatory step of development of maximal permissible discharges for water bodies that is being performed in compliance with “Methodical Guidelines on Development of Norms of Maximal Permissible Impacts upon Water Bodies”. The issue of collection and analysis of all necessary initial information as well as accompanying problems have been considered with the Vyatka River basin as a study case. Particular attention has been paid to the issues of inconsistency between regulatory-methodical documents in the water/natural protection sphere, and the absence of agreed approaches to a number of principal issues (water quality norms, ecological conditions assessment, regional background, etc.).
