The structure and dynamics of water resources use in Voronezh Oblast (the Upper and partially Middle Don River basin) over the period 1985-2008 have been analyzed. Regional features of water regime and water availability have been listed. Current water use in the conditions of recession of industrial and agricultural production has been analyzed.
