The Annual Confidential Report is a government document and isused by all government departments. The document is used for allemployees of Grade 16 and above. The same document is used for theteaching staff as well. The inefficiency of the document to present anappropriate appraisal of scholarship characteristics of the higher educationacademic staff is evident. This study will focus on identifying various factorsthat ought to be assessed to provide information about the performance ofthe teaching staff and help formulate an effective format to achieve theobjectives of appraisal.
