Developing the strategy of internationalization it is important to focus on the University’s key priorities, areas and respective tools of international cooperation. Based on the presented statistics of university students and professors involved in the international activities, the authors draw conclusions about the elitist approach to internationalization. The possibility of long-term and gradual internationalization in accordance with the University’s humanistic mission is being considered, that will maximise the University professors’ and students’ involvement and participation in the internal internationalization, and as a result, will affect the quality of education and the competitiveness of the university. The authors make an attempt to systematize and give a holistic view of the tools of internationalization of higher education. The tools of internationalization are considered key in managing the process of institutional strategy development. The issue of limited resources means it is essential to focus the tools which will lead to the required results.
