Advanced institutions are greatly influenced by service improvements all the time. The level of service is very influential on the work competence of employees. In addition to competence, motivation also needs to be considered by an agency, because if employee motivation is low, the resulting performance will automatically be low. To achieve success in improving employee performance, other skills are needed, namely emotional intelligence, namely the intelligence of controlling emotions in doing tasks and interacting with other employees. Therefore, the presence of employees at the Regional Secretariat Office of West Sumatra Province is not only cognitively intelligent but must have emotional intelligence. This study aims to evaluate employee competence in improving government services. Determine the effect of competence, work motivation and emotional intelligence on the performance of the employees of the Regional Secretariat Office of West Sumatra Province. The method used is multiple linear regression analysis. Data were obtained by distributing questionnaires to 85 respondents. The result of this research is competence, motivation and emotional intelligence have a positive and significant effect. The variables of competence, motivation and emotional intelligence together have an effect on increasing employee performance at the Regional Secretariat Office of West Sumatra Province. The value of the contribution of variables that affect competence, work motivation and emotional intelligence is 69.7%. So this research is very appropriate and becomes a reference in improving employee performance in advancing the agency.
