Consideration and substantiation of the principle of a high level of quality of life safety is carried out which is postulated in compliance with a set of norms, requirements, approaches to ensure sustainable progress in achieving a high quality of life by a social subject on the maximum permissible safe basis (technological, medical, socio-cultural).
