The article discusses the effectiveness of state support measures in Germany, Japan and Russia, discusses their impact on the development of small and medium-sized businesses in order to digitally transform both the enterprises themselves and their role in creating regional ecosystems. Small and medium-sized enterprises are more sensitive to changing economic and market conditions, which can contribute both to the reduction of the class of small owners and the flight of capital from this sector, and to the recovery of the economy by increasing entrepreneurial activity. To regulate the situation in this area, the state must intervene in the economy through direct, indirect and external economic regulation of fiscal and monetary policy through the law in a rational but reasonably limited way. Support measures directly reflect the state's subjective understanding of business needs, on which their effectiveness depends, as evidenced by the birth or death rate of small and medium-sized enterprises and the strengthening or weakening of their positions in the general structure of the national economy. In the context of the digital transformation of the economy, this understanding is reflected in targeted programs implemented by the state, and whether the digitalization of small and medium-sized enterprises is the main goal of such programs or a secondary one. A comparative analysis of state support measures for SMEs in Germany, Japan and Russia has been carried out and it has been shown that state support measures in Russia are not actually focused on the innovative development of SME companies, while in Germany and Japan there is a systematic approach. However, state support measures in the development of entrepreneurial ecosystems are still insufficient in all the countries under consideration, although they provide access to the most effective mechanisms for creating and developing markets.
