The content, properties and peculiarities of interoperability are considered in relation to integrated hierarchical systems. The structure of a unified element for the functional interaction of the levels of the hierarchical system is proposed. This element is common for interacting systems, performs different functions in these systems, and is built in the form of a finite state machine with a controlled structure. A computer program for modeling the interaction of the levels of a hierarchical system is proposed. An example is given of modeling the interaction of systems using the proposed unified element, which confirmed the possibility of interaction between systems by controlling the behavior of one automaton with the help of another.
