The relevance of the research topic is due to the ever-increasing role of labor rationing to ensure the viability and competitiveness of coal mining enterprises in the context of internal and external factors affecting the development of the industry. The object of the research is the possibilities and directions of development of labor rate setting for coal industry enterprises. The aim of the study is to substantiate using the socio-economic concept of the development of labor rationing in the organization of labor and the practice of coal mining enterprises. The work uses the methods of historical and semantic analysis of the subject area of labor norms and rationing, analysis of trends in labor relations, the synthesis of a socio-economic approach in labor rationing, approbation of sound approaches and conclusions, an industrial experiment. The main result of the study is the generalization and systematization of understanding the essence, place and role of the labor norm as a functional phenomenon in the labor activity of employees of an enterprise, representing a single set of functions (regulatory, unifying, evaluative, stabilizing, selective), designed to ensure the stable functioning of the enterprise as a social economic system. The author also tried to assess and generalize the results of applying the socio-economic concept of labor rationing for employees of coal and mining enterprises, considering the sectoral factors of the organization of labor processes.
