In the paper proved is the necessity of using system-based approach to increase the efficiency of management decision-making. The purpose of this study was to identify the existing problems of strategic planning, to separate them into groups, as well as to suggest ways to solve them.The paper deals with the main groups of strategic planning problems. Analyzed are the performance indicators of regional economy efficiency in terms of the given problems. Identified are modern organizational, economic and legal challenges of strategic planning. Made is the comparative analysis of social and economic indicators characterizing the interests of major strategic regional actors. Proposed are the options for further research to improve the strategic processes, their concretization, as well as bringing them in line with the requirements of modern society, as well as the conditions of globalization of the economy.
