The paper deals with the development of multi-agent systems to support the implementation of projects of transcontinental highways. Decisions on transport routes are more influenced by the weight, trust of experts, geostrategists, various government agencies, think-centers, etc., as well as the information field that is formed as this topic is covered in the media, including on the Internet. space. The statement of the problem and the formalization of the multi-agent system was carried out on the example of transport projects in Central and Central Asia. The article provides a formalized model and characteristics of the role of individual elements of the environment and the agents themselves.
