The context of national projects, judging by the structure of their financing, involves accumulated reserves mobilization, no intensive investments as far as possible. In other words, it is supposed to achieve an increase in the standard of living due to relatively modest investments in sources of economic growth. It is no coincidence that sometimes serious criticisms are made to the concept of national projects. It is theoretically possible to add an impetus to development by mobilizing accumulated reserves when investment and innovation activity in the country cannot be significantly improved. Such a maneuver was successfully carried out in the recovery period. The question that is discussed in the article: is it possible to repeat it in modern conditions. It is shown that the annually increasing value of national projects is not critical for expanding the aggregate demand and attracting accumulated reserves. While the visible effect of the expansion of aggregate demand is not noted.
