The article deals with the problem of creating and controlling the implementation of the system of rational use of agricultural land. On the example of the territory of the Novosibirsk region the classification of violations of land legislation and examples of established facts of the negative impact of economic activity on the state of the land. The reasons for the low number of revealed violations of the land legislation are considered. Numerical data testifying to the extremely insufficient number of inspectors of the state land supervision are given. The negative factor is also not the perfection of the land legislation. In addition, a number of environmental laws are not implemented due to the lack of reliable information about the owners of land. As a technical solution, it is proposed to introduce a specialized geographic information system, whose functions will be to record the state of land resources, as well as the maintenance of a database on agricultural land and land users.
