The purpose of the Resource Management Act (RMA) is to promote the sustainable management of natural and physical resources and is primarily concerned with the effects of activities. Regional Councils may impose their will upon the management of natural and physical resources. Farmers adjacent to coastlines, rivers and streams may see many impacts as public access is enhanced. Landscape values must be protected and these can impinge upon rural working, productive environments. The degree to which the rural sector is affected will be determined by its input and the strictures in Regional policy statements and District plans.
