Need for cyber security framework toprotect the evolving ICT Infrastructure andCyberspace in the modern information society doesnot need any emphasis. Given the importance ofcyber space for country development, manycountries have invested large amount of money forcyber space application. Since, based on officialdocuments, Afghanistan is in the process ofintegrating ICT into its critical informationinfrastructure, to this end, the country may facevarious challenges including cyber security. Due tovarious potential threats and risks to Afghanistancyber security, a comprehensive cyber securityinfrastructure and strategy is necessary.Accordingly, Afghanistan has introduced an ICTsecurity law. However, nowadays internet isinvolving great portion of government and nongovernment sections. The country must introducea comprehensive and appropriate cybersecurityframework and strategy to tackle all of the issuesand risks related to this arena. With theintroduction of different ICT based technologies inthe country, Afghanistan is moving towardsembracing electronic culture in its day-to-daydealings. As these technologies are becomingpopular and being widely used, it is important toput in place technological infrastructure and legalframeworks, which will safeguard the private andenterprise data flowing through these ICT basedinfrastructures. The aim of this paper is to proposea comprehensive cybersecurity framework forAfghanistan’s cyberspace in order to protect andassure data, information and IT infrastructuresecurity in cyberspace, enhance capacities toprevent and response to cyber threats, protect thenation from the risk and vulnerability, damagefrom modern cyber threats and incidents througha variety of standardized institutional structures,policies and procedures, and eventually establishand achieve a Safe – Secure and Resilient cyberspace for the government, businesses and citizensof Afghanistan.
