The paper presents the review of the most common indexes, characterizing the level of ICTs development in Ukraine: Global Competitiveness Index, Networked Readiness Index, Digital Opportunity Index, Global Opportunity Index, ICT Development Index, as well as the indicators like the number of Internet users, consumer prices for services of home Internet. Based on this analysis the level of ICTs development in Ukraine has been analyzed. The factors hindering the general ICTs development and the problems that accompany the use of ICT in higher education in Ukraine have been defined and systemized. Prospects of further development of ICT in education have been determined. The paper emphasizes that the authoritative international ratings should be used by the State in order to analyze the problematic aspects of the current policy, address and resolve these aspects, provide appropriate training of future professionals, and monitor the progress in this area.
