The article is devoted to a systematic approach to formation of educational ICT policy at the state and regional level and at the level of educational institution. Key characteristics of educational policy and the role of ICT policies in the process of transformational changes were identified, based on analysis of international experience in the transformation of education systems, policy development tools and recommendations for the use of ICT policy were proposed. The results of testing of the Intel® Education Transformation Policy Tool, developed by Intel®®, were presented. Authors determined the benefits of creating a common platform for the dissemination and implementation of innovation projects for development of the ICT policy.
