The growth of the Open DOAR database worldwide is demonstrated and Russian participation is analyzed. The basic principles of the Socionet system are described. As for the open access journals, the new conditions of inclusion into the DOAJ system are specified. The new aspects of the open access technology on citation activity are shown. The author examines the key functions of the open access systems, equally important for the libraries, namely. 1. Dissemination of research information (here by virtue of the repository establishing in library), and 2. Information delivery to the library users (here by virtue of navigation of open access journals and repositories).
