Resolusi perselisihan konsumen bukanlah proses penyelesaian perselisihan bertahap. Faktor-faktor yang mempengaruhi proses pemberian perlindungan hukum terhadap jual beli melalui transaksi elektronik adalah faktor hukum yang masih melemahkan para pihak, terutama konsumen, persyaratan perjanjian dalam Pasal 1320 KUHPerdata tidak dapat dipenuhi secara penuh, terutama soal kemahiran. Kegiatan dunia maya tidak dapat didekati dengan ukuran hukum konvensional dan klasifikasi saja, karena jika metode ini diambil terlalu banyak kesulitan dan melewati penegakan hukum.
